Payment failed but amount deducted by my account

The website states that the frequency limit of PaymentIntent is reached for operation confirm, but I got the text message of payment amount deducting from my account. I want to know whether or not my payment has been successful. If not, how long will the amount be returned to my account, and how can I make a payment?
