To make a complain

Dear sir,
I am Mohammed Rabbani living uk. I am holding uk indefinite leave to remain visa. And I traveled to Istanbul with turkeys e visa on 17/10/2022 but they didn’t allowed me to enter to turkey and returned me and they provided me a latter which is written by turkeys language which I can’t understand but one sentence I understood that they mentioned I was not holding turkeys visa.so in this stage I want to make a complain to the turkeys authorities.
Could you please please advise me where to make this complain
